Dr. Carmen J. Balgobin is the Superintendent of Volusia County Schools, one of Florida’s largest school districts serving approximately 64,000 students in 85 schools. She has over 25 years of experience in public education, with a strong background in both instructional and operational leadership.
Dr. Balgobin has been recognized for her transformational leadership, having guided the district to its first “A” rating in 16 years from the Florida Department of Education, achieved a 93.7% graduation rate, and eliminated all D-rated schools[1]. She prioritizes innovative programs like the launch of College and Career Technical pathways starting in middle school and the introduction of a Dual Language Program promoting bilingualism in English and Spanish.
